"....The Oranges say they have filed a case with the International Criminal Court accusing the government of crimes against humanity for shooting dead dozens of protesters"

Bolded part looks somewhat odd to me and I believe below is correct:
....shooting the dozens of protesters dead.


Anybody with me?

Its not a question from any of the GMAT books.. I was reading the newpaper and came across this question. Just wanted to clarify me.
