Is it B? comparison should be between "rise in prices" and "rise in interest rates".

Why B? Whats wrong with C?

Let's look at C.

As interest rates are rising, so have consumer and producer prices.

Here 'are' and 'have' are not in accordance.
The sentence can be rephrased as:

As interest rates are rising, so are consumer and producer prices.
