First of all, congratulations! Three admits is mighty sweet.
I think that the points you pointed out about all schools are pretty much what I am hearing too. But it's really hard to tell from the outside sometimes exactly what is happening on the ground for real (for example the IE thing). And well, you may not like this, but the best way to find out is to GO. I think it's worth your while to figure out if it's right for you. (or if you can't visit all three, which I can understand is a bit much, at the one top preference you are leading towards). Otherwise, I don't see that there's a hands down easy answer.. I mean, who am I to decide whether you should live in Spain, England, or Rochester??? Know what I mean?
If you can't visit, try at least to get in touch with some alumni, maybe not through "official" channels, so that you can also hear the negative side of the story too.
Hope this helps a bit, and keep in mind that many would be envious of your dilemma!
