This is an OG question. 
Herez a tip from OG that will help us understand why Venks is right.
It may help to imagine a simplified version of the sentence and substitute the other answer choices for "The price increase was what brought..."

This gerund phrase changes the meaning of the sentence.
(B) What brought the Ford company back from the verge of bankruptcy shortly after the second war was a special price increase that the government sanctioned during a period of wage and price controls

narrow to B & D.
D indicates 'has brought' which shows the action has completed in the past but this price increase caused Ford to return from verge of bankruptcy and stay that way, hence 'has brought' is not correct.
Can someone verify if the above explanation is the correct way to think when comparing answers B & D and eliminating D??

B it is.
'Has brought' indicates the action started in the past and still goes on...this is wrong as the company was brought out of that terrible cond. is the past.

Has bought is a perfect present tense.
B keeps the sentence in the same tense that is past. So it's the correct choice
