between B and D i am in inclining towards D.
performance of the funds they manage is correct and I think "have begun" should be used as this happened after the Dept of Labor's action.

Will go with B. Began is better than have begun. If I remember right have is not used with since

To me .. D looks a better choice ... coz we are talking about a thing in the past which is continuing in the present too...

(C) 'that' is unescessary
(D) suggests fees manager the funds
(E) 'that' is unescessary
Between A and B, go with B. (A) is a lengthy version of (B).

I feel D is answer.
I have a doubt can a pronoun refer to possesive noun.
In A,B,E 'they' refers to investment officer's fees and not to investment officer.
A,B,E fall in one group and C and D in other.
C is eliminated because that is not required.

We need present perfect here as we have "since". (We are talking about the time from 1986 up to now)
So we are left with C and D.

what threw me off in this question is who are "THEY"? Dep of Labor, investment officers (couldn't be, due to possessive) or the fees???
I chose B  but OA is D... selene, nice point about "since"!!! I totally didn't see it, otherwise would have chosen the correct one

I chose B beacuse D has "...have begun" which looked incorrect to me.
