A it should be. A is concise and clear cut. A is also parallel, to be...be

Choices B, C and D start with being, and usually one should avoid being, except when all other choices are bad.

E is unnecessarily wordy

A is my choice.

Need compare with (for disimilarity)
compare to (for similarity)


(A) to be tested for chemically induced damage be compared with
- Good
(B) being tested for damage induced chemically are compared with
- Out Need sunjunctive Mood. Need a form of to be
(C) being tested for chemically induced damage should be compared to
- Out need compare with
(D) being tested for chemically induced damage are to be compared to
- Out need compare with
(E) that is to be tested for chemically induced damage are to be comparable with
- Out since it says population is to be tested instead of chromosomes.

a uses the correct idiom compared with and it uses the subjunctive mood
