B is the answer. Which must always modify the noun immediately preceeding it. In this case, which seems to the modifying the state, in the original sentence, which is wrong.

B correctly compares the number and uses the past tense 'had been' to make the sentence parallel with the 'have been sighted' in the main clause.

IMO B
which refers to noun before comma so A & E are wrong
in C they has no referrent
D is wordy and awkard

Wrong use of "which".
C and D change the meaning.
