C,D and E can be dismissed right away. Between B and A, I go with A as it supports both the scientists view and the first hypothesis in the sentence

A it is.
Resistant bacteria develop through routine use of antibiotics.
Humans can develop resistant bacteria in 2 ways:
1. frequently using prescription antibiotics;
2. consuming products which already have resistant bacteria.
Animals can develop resistant bacteria only by consuming antibiotics on a regular basis, which they do if it's added to their feed.
