Shud be the first one..i.e B .It seems simple and also the placement of 'last year' seems apt.

In E, the 'last year' is modifying what ? - not clear
therefore choosing B

I'd prefer B

B is more simple and straighforward than E
Last year in the beginning splits the sentence.

Last year refers to Earthquake that came the last year...!! I think there is some amount of confusion on what "last year" refers to.

E for me...It makes tenses correct. Construction happened after building were dstroyed.

I can't understand your reasoning, Rover!
IMO, it reads weird and therefore, I'll go for the other option.
