C. It uses the correct idiom not so much X as Y. It is parallel as well.

A, B , D & E - Eliminate - Wrong Idiom/lack of ||ism.

C - Correct.

Correct idiom not so much X as Y
Also X & Y in this case are ||.

Hence C is the answer.
