C looks OK.I just don't like "had been" used in C.
Can anyone explain it?
Other choices are all wrong to me.

C it is

it is about tile sequence. The dongs had been collected and then were distributed.

C clearly indicates that the dogs had been collected to protect to public or were distributed.

And you need OR because the same dog can not be distributed and exterminated .

Moreover I dont think the answer choices are complete because no where in GMAT will you see missing words that are in question stems and not in answers choice. Last year is missing in the answer stem of C.

usage of "as well as" vaguely conveys that health officials did both the tasks together: distributed to local pet sanctuaries & exterminated. You either distribute or exterminate. Usage of additive phrase "as well as" ruins the intent.

Also, sometimes GMAT considers placement of the modified object bit strictly.

Here, if you see:
distributed to local pet sanctuaries some of the wild dogs.

GMAT prefers:
distributed some of the wild dogs to local pet sanctuaries.

In order to get rid of this awkwardness, choice "C" presents a choice with clearer meaning, but it is in passive voice. Correctness take the precedence over a sentence written in active voice.

1. Can you see that C doesn’t even talk about last year. Isn’t it a breach of intent?
2. As per the original, the distribution was by health officials. That much is certain We cannot say for sure whether extermination was done by health officials. But as per C extermination is by officials. Doesn't it alter the intent? Are we to take that intent is no consideration in this topic?


In the light of these factors, doesn’t E look better, in spite of the uncertainty about who distributed and who exterminated?

Option C is the answer.

There are two past events in the sentence.
1. Distribution of dogs to local pet sanctuaries.
2. Collection of dogs.
Collection of dogs happened before their distribution.So we will need past perfect tense to differentiate two past events.
Option C & E left.
Meaning of option E is incorrect.
So answer is option C.
