I believe the correct idiom is "rates for" not "rates of"...however I think the use of "rates" here is redundant thus A, B, C are out.
D is out because "as...when" is incorrect, it should be "as...as"

Correct idiom. ..rate of in the context sounds fine too

Change my vote to E. .....another one of those SCs that takes more that 2 min to even understand the choices!

This is a hard call between B and E. E is more concise, but lacks "rates of." B correctly uses "rates of" but doesn`t maintain parallelism.
(E) by elimination guess.

Yes OA is E!
Agree with TeHCM/MATT/believe2. Between B and E, I would also say it's a close call.
My thiniking is:
rates of X & Y are prevalent in Z --> awkward
X & Y are prevalent in Z --> sounds better
Is this explanation correct?

for,
- rate for is correct idiom, so An, B, C out.
- as ... as is correct idiom so D is out
- more ... than is correct idiom, so E
