It is the depression that is prevalent , not the rate so only D and E could be considered. D has awkward as prevalent when compared to so E it is.

"E". Depression, and not "Rates of manic depression" are prevalent. Thus, only choices left are "D" and "E". And "D" has an incorrect idiom "as...when".

Will go with E.

A/B/C are out because it gives the meaning that the rates are prevalent not the actual disease.

Between D and E D is unidomatic with "as prevalent when "
