I think u have not correctly posted the OA. Moreover the word "can" in original sentence seems not to be underlined.

IMO B is correct choice. It shows proper sense by including -ing modifiers to show the lethal effects of earthquake. The -ing modifier modifies the complete preceding clause and shows "how EQ can be lethal"

Here the problem is redundancy. Lethal and kill people mean the same thing. Therefore, we have to drop and B.C circumvents redundancy by dropping lethal and hence is the best choice. In D, 'that is extensive' is verbose and in E ' and also' is again redundant. P.S: can being underlined is a typo. Without can in the beginning, just saying earthquake be legal does not make sense.
