The question is of Data Sufficiency.
It is clearly asked

"Is k a perfect square ?"

You say k is not a perfect sq. So the answer to the above question is no. So the conditions are sufficient to answer the question.

To prove that the condition (2) are insuff, please show a perfect square which fulfills (2). I cannot find a perfect sq which fulfills (2) and hence concluded that k is not a perfect square. So answered B.

i explained the no part the yes part is understood
if k= (2*3*5*7)^2
it satisfy the s2) and is a perfect sq
and 420 satisfy s2) and is not a perfect sq hence two ans and therfore not suff

I understood from the question that a construction like

k= (2*3*5*7)^2

is not allowed in statement 2 as " it is divisible by four different prime numbers" and the k above repeats all the primes.
