------> "less likely....and more....." ---->weird! Why not make a comparison using " less likely .......than...."?
(C) residents are less likely to be sitting at outdoor cafes, and more likely to be bracing themselves against arctic chills, shoveling snow, or to be seeking
------> same to B
(D) residents, instead of sitting at outdoor cafes, they are more likely to be brace themselves against arctic chills, shovel snow, or seek
------> " instead of ....cafes" has same grammatic level as " more likely .....seek" , thus putting "instead of sitting at outdoor cafes" reduces the phrase's grammatic importance/ level.

I`ll be the oddball and choose (C).
1. Less likely to be v-ing, and more likely to be v-ing.... is the correct idiomatic contradiction between Paris and St. John`s.
2. Parallelism is consistent.
3. Listing is correct.
Nothing beats sipping a warm latte on the Champs-Élysées on a nice spring morning!

A for me.
GMATT73, The biggest problem I find with C is that it ends with "or to be seeking". C has been placed to trick the test takers, into believing that the other choices are not parallel.
Besides, in A, the correct idiom is "Less likely than". So nothing wrong with A.

I would like OA here, because I would also choose C.
less and more likely plus here you can not argue against parallelism since A contains also to be.

Here is my reasoning
A- less likely to be sitting...than to be bracing (the rest of the sentence is secondary to "to be bracing" and they all have to be parallel to each other
B"more to be brace" is ungramatical
C-less likely to be sitting... and more likely to be bracing
secondary( shoveling.....to be not parallel)
D" to be brace " is ungramatical
E" to brace.. shovel... to be not parallel
