I feel the answer should be E only coz the sentence is talking about a comparision b/w Paris and St John so instead is the key word here so only choices left are D and E.
E makes more sense than D

A and C are the two little devils.
On analysis C uses less likely...., more likely....., without specifying the basic set of actions for each.
This is done by the use of "than" in A.
