As per the argument : Assumption type - Supporter

We have to look for the reason why lesser number of startups opening this year will not be able to provide more jobs than the startups did the previous year.

Test use : Negation(Negating the statement should weaken the argument).

By POE : A and C remain

A:actually weakens the conclusion by saying that the number of jobs provided by startups will be more. (Leave it)

C:Negate and see : Startups 'will' provide the required number of jobs.
Hence this weakens the conclusion. (Hold it).

So C .
