Going with B

Need to prove that summer is worse that winter.
Since summer has more congestion, we can show B is true.

I struggled between B and C, yet I favor B.

Surely it can rain also in the summer months.

A - Out of Scope.
B - Correct. More Cars more accidents. Weakens the arg.
C - Support the arg.
D - Out of Scope
E - Out of Scope

C is my answer.

C offer the posibility that the mantainance of the road during summer will improve the safety of road during winter.

I narrowed it down to B and C and got B finally. I think C is a contender but it does not say anything about the accidents in summer.
