Do schools provide contacts of student ambassadors and alumni before applying to them ?

Was surprised when got this reply from a b school

"...As we have a large number of requests from candidates to speak to alumni we have had to limit the contacts to only candidates who have applied to the programme. We do understand that it is important for you to speak to alumni and current students so we will be happy to arrange this once you have gone through our admissions process."

What should one make out from such a reply?

I think current students are probably easier to get ahold of, did you ask about that as well?

Is this general behavior from every college or depends on case to case basis.

It probably depends on the school, though i do remember a few saying they didn't just send out contact info, period.

However, I did find that once I visited the school, it was easier to get in touch with students. Those folks who run the admissions desks are usually quite familiar with the various students and will always give you someone's contact info. And while I didn't try, perhaps alums as well.
