I vote for C. To speak one's mind is not TO ENDORSE HARASSMENT. So the dean misdescribes the rep's position and then attacks it.

(E) relying on a position of power to silence the opposing viewpoint with a threat => what is the power of silence in argument, not mentioned. Eliminate.


Choice C is correct.
