I vote for C. To speak one's mind is not TO ENDORSE HARASSMENT. So the dean misdescribes the rep's position and then attacks it.

(D) questioning the motives of the student representative rather than offering reasons for the conclusion defended => not mention the motive of student

(E) relying on a position of power to silence the opposing viewpoint with a threat => what is the power of silence in argument, not mentioned. Eliminate.


Choice C is correct.
