This one is a straightforward case of lack of PARALLELISM.

The clause following FROM and the clause following TO must be parallel. Both the clauses should be about matters, and not about people - because the clauses are actually two examples of matters.

A. it's about people (staff). Incorrect
B. it's about people (those who staff). Incorrect
C. it's about matter (staffing). Correct
D. it's about matter (staffing), but the clause must start with to. Incorrect
E. it's about people (staff). Incorrect
