Which one is correct:

XYZ is one of the states that has or

one of the states that have?

XYZ is one of the states that have.
XYZ is only one of the states that has.

One of the states that HAS

I recently posted on this topic, might help with the distinction

How is "one of the economic theories " is plural? "of the economic theories" is a prepositional phrase and so we eliminate this - Is it?
Can some one help me understand



ONE OF the economic THEORIES that do not necessarily occur in the real world

BUT compare this with

THE ONE economic THEORY that DOES not necessarily occur in the real world

Examples:
There are many theoretical ideas that do not exist in the real world
This theoretic idea does not exist in the real world

Answer: not sure


It should be "one of the states that have", since that is referring to the closest noun States. Hence it must obey SVA.
