(C) because it sounds right. He might not have necessarily been the last of all the kings, but he was definitely one of the last. That way 'the last Picktish king' would make more sense than 'the last of the Picktish kings'. (B) is just unnecessarily worded.

IMO B.
I am not sure why C here. "one of the last" seems to imply that there were many last pictish kings.
