No. It is only for hypothetical situations or less likely situations (hypothetical subjunctive)
The list of bossy words for command subjunctive -both used with 'that' and 'to' construction is given on page 114 of the MGMT SC guide 4th edition.

As far as I understood, subjunctive must have verb in root form so how the use of has is correct in above sentence?
