I am not able to fully understand the meaning of the question asked "the best criticism of the conclusion that inducing cigarette smokers to switch brands did not pay is that the conclusion is based on" Could some one please break it down for me? Thanks in advance.

I got it down as E. The survey talks about industry as a whole, but the action proposed (dropping advertising) is for the companies. Using a generalization for individual companies is a weakening statement. But I was unable to eliminate C. Posted from my mobile device

This was a tricky one for me, especially because numbers always throw me off. At first, I thought it meant to say that manufaturers spent 10% of revenue on magazine promotions. But I knew that I didn't exactly know what it was saying. What I DID know was that: - this was a "find the flaw in reasoning" type of question. - What the conclusion was.
And one flaw I saw was that the prompt was comparing MANUFATURERES with individual CIGARETTE COMPANIES. E best captured this gap.

The answer should be E as the data that is given pertains to the cigarrette industry as a whole, whereas the conclusion specifies the gain achieved by individual companies. Making such company specific inference from a gross industry data cannot be considered plausible. The Option C also looked enticing but the latter option was more appropriate
