I say both A and E are wrong, because of the differing verb tenses:
"is/are accepting" is continuous
"promote" is simple

Between "is" and "are" I choose "are". Follow the link for a nice discussion on the topic. It doesn't really support my opinion, but still...

no E is correct..

Promote is parallel to protect...

Are is correctly used because It is used as a restrictive clause modifying multiple nations (plural) entity...

It really depends upon the answer choices... You can use promoting also...
X is doing Y and X
or X is doing Y and was doing Z

either common tense or common subject...

The answer choices will never have both of my examples in the same choice. If there are, then that question is never a ETS quality...

I was not confused with promote vs promoting, my problem was is vs. are....can u explain if Sweden is ONE nation , singular , then why is ARE the right word?

Why does NATIONS plurality take precedent when deciding is vs are?

remember that always 'a number of' always takes a plural verb
& ' the number of' always takes a singular verb
