Taxpayer X: We must make a political statement about Congressional campaign reform and pass the campaign bill. Only be changing all the steps of the political process can we hope for meaningful political reform.

Taxpayer Y: Our goal should be to get Congress to change the way it works when in session, rather than the way in which members are elected. Only by changing how congress works will we reform Congress.

I would also choose C.

X talks about Congressional campaign reform but Y talks about political reform. And they have a different means of achieving them.

Id all go with A on this one.

Speaker X says we must change all the steps, from start to finish. In this case finish will include the way congress works when passing the bill.

Speaker Y, goes straigh to the end, skipping many steps that Speaker X wants changed. Therefore, the outcome wanted is the same, only Y goes straight to the heart, and X wants to follow the process all the way from inception.
