wierd SC problem. I dont think it is of GMAT quality.

I believe ETS expects which to modify immediate preceding noun(antecedent). In (A) which shouod modify marketing of toys(Noun phrase).
Why would a federal regulation prohibit marketing of toys?

This is the reason I discard (A). Next best choice is E.
