I want experts to discuss the use of doing and to do in each question and why they are used.

for doing
can modify a noun
can modify a verb. in this case for doing is not used to show a purpose because "for doing" can show the reason of the verb/action. "for doing" used to show a purpose is , so , ambiguous.

secondly, usage of "to verb" or "for verbing" can also be governed by idioms


Q.1. ability to do X idiomatic
Q.4. using their mobile phones to make long-distance calls - show the purpose

Q.8 create a special nongovernment organization to take - show the purpose
Q.9. responsible for paying - idiomatic
