I am not sure why C is not the correct answer... is it because that the 2nd "it" has no clear antecedent? Can someone clarifies this? Thanks.

The answer from the OA is D, but I don't see why C is a wrong choice..Besides the meaning is changed such that the noun clause " who have not anticipated..." is modifying "educators" instead of serving as a reason for why educators are at fault..

Hi,
What i think so second it doesn't have clear referent as you mentioned earlier.
because sentences start with "it" usually has "that" to refer.
Hope it makes some sense :)
