My question is what does "that"(which is underlined) modifies.Whether it is acceptable to use that after an independent clause seven dollars are saved.If i am not mistaken "that would have been spent on extinguishing big fires" modifies seven dollars.why cant the sentence be in this following manner "seven dollars that would have been spent on extinguishing big fires are saved." Pls help Regards Anand
