(C) that for environmentalists seeking financial aid, private organizations were far more efficient to go to
(D) for environmentalists seeking financial aid, going to private organizations was far more efficient

What is wrong in A???

More X than Y
X and Y must be paralledl
Y-from the stem-to go to state or federal agencies

so X needs to have similar grammtical constrcution i.e we need infinitve

If we see A; check for "More X than Y " X is efficient for environmentalists who sought financial aid

If we see B; check for "More X than Y " X is efficient to solicit private funds ( Y is about going somwhere and not solitcitig..where did solicit come from and solicit means support or advice, which is incorrect in this case)

If we see D; check for "More X than Y " X is effecient

If we see E; check for "More X than Y " X is effecient


C-If we see C; check for "More X than Y "

X- efficient to go to
Y-to go to state or federal agencies


Sentence MAKES sense too

There are many other errors: "solicit" is not needed as we are talkign about effeciency between prviate and govt

I'd go with B as well.
more efficient to...than to.

A would have been ok if the sentence ended in "than going to state....".

yes B is best for parallelism and concise also. In C, go to is redundant
