I'll go with C!

present perfect should be used in this case.

well for me 'have failed to produce' in C makes sense.

Option (E) is the answer though there was a confusion between option (C) and option (E)

E, because of the order of verb tense... but I like to hear from people who think C is correct and why they choose C over E

Let me argue out why E can not be the answer. The agriculturalist appears confident that her study ‘will’ show, implying that the study is still continuing and the failure of the crops, although started already, is still in the process. So present perfect is perfect over here. On the contrary, if we use a past tense such as 'failed', then it means that the study is over and the failure is well established; in that case, she will not be speculating over the outcome saying that she feels confident. So E is not carrying the intended meaning thoroughly; same time E can not be grammatically faulted

The OA Is E.
it has been discussed in the below thread, some very useful explainations:
last-year-s-drought-94058.html

But still i am confused between C & E. Personally I would choose C ..
