(B) that reform of the tort system is imperative if malpractice insurance premiums are to be brought
(C) that reform of the tort system is imperative to bring malpractice insurance premiums

Would like to know which one is preferred: 'imperative to + verb' or 'imperative for verb-ing'?? (A) or (C)? More specifically, is 'imperative for verb-ing' always wrong??

C. imperative to + verb' in C is better than 'imperative for verb-ing' in A.
