This phrase also alters the meaning of the sentence, very subtly, to imply that reform of the tort system must be done if malpractice premiums are to be bought down, although the intended meaning is that reform of the tort system is a necessary first step to bringing down malpractice insurance premiums. Choice C: Option C is quite concise, maintains idiomatic correctness, and conveys the intended meaning of the sentence. Thus, Option C is correct.

Choice D: Option D utilizes the term "necessary in bringing", which is unidiomatic. Thus, Option D is incorrect.

Choice E: Option E is needlessly wordy in its use of the phrase "so that malpractice insurance premiums are brought". Moreover, this phrase also alters the meaning of the sentence, very subtly, to imply that the tort system must be reformed and that doing so will bring malpractice insurance premiums down. Thus Option E is incorrect.

Hence, C is the best answer choice.
