'D' mislead us with they. It ralated to ancient Romans. But ancient Romans by themselves can not warm up the rooms. :)

not only for this sentence but for any sentence, the usage of "so that X could be .." is wrong for GMAT.

Me too for C. Only C expresses the meaning that hot water warms up the rooms and not Romans. What is OA?

I go with "C"

The ancient Romans piped hot water through the walls and under the floors so as to warm up the rooms.

A. so as to warm up the rooms - VERBOSE
B. and so would be able to warm up the rooms VERBOSE
C. to warm the rooms up - CORRECT!
D. so that they could warm up the rooms - VERBOSE
E. in order that they would warm up the rooms VERBOSE
