Hoped and opened are grammatically incorrect. Also the word "proposed", strikes a discordant note except with the word "be".

hmm. may be wrong but I choose E.
directive verb + that + noun + base verb
proposed + that + supplies (for the new wing of the hospital) + be
(for the new wing of the hospital) is a middle man / prepositional phrase that we can ignore.

use of word 'propose' make me think subjunctive and I find B and E.
In B, 'hope to be opened' is not right.
E is my choice.

But can someone please elaborate on what's wrong with B ?
It's a question from kaplan 800 and the explanation in the book is that E is better than B because "to open" is clearer and less wordy than the passive "to be opened".
