E it is.

(B) that supplies for the hospital's new wing, which hospital administrators hope to be opened by the end of the year, be - it is very difficult to understand what the sentence is trying to convey

Straight E.

The subjunctive "propose that" goes with "be" and not "will be" or "were" or any other form of the verb "to be."
Less critically, the relative pronoun "which" should modify "hospital's new wing" or "the new wing of the hospital," not "supplies" or any other wrong noun or noun phrase.
