This sentence means to say that the treaty will be approved once it is verifiable...Now you can't verify a a treaty but compliance to a treaty can be verified., hence D.
A- Incorrect Meaning
B-Incorrect Meaning
C-Incorrect Meaning- Provisions don't contain anything. Its the treaty that contains provisions
D-Correct
E-Passive construction.

Thanks for the reply. But, I thought SC will not test your knowledge of something. To answer this correctly, we need to know what provisions are. If I don't know the background about treaties, it will be hard.

my understanding :

this is of the form : If X......THEN Y

vertical scan reveals only C&D to follow suit

C : if X......then Y ( Y - the treaty will be ratified )

D : if X......then Y ( Y - the treaty will be ratified )

so essentially it boils down to the diff in the part involving X bxn C&D; lets check

C : if X may be verifiable..............then Y

D : if X can be verified..................then Y

isn't D a more simple construction, and aptly conveys the intended meaning, wrt C; forgetting the nuances/belongings of X

leading to D, my take.
