Hi guys at CrackVerbal,

If you could please explain if the placement of the verb had in option D is required or not. Basically, can the use of verb had also be a marker for elimination.

"Had" is definitely wrong. To use the past perfect ("had initiated"), we'd need to be describing one past action that preceded another past action that also appears in the sentence. There's no other past verb, so we can't use past perfect. If the main clause were in simple past tense ("The arrest stirred opposition"), we could use past perfect, but I still wouldn't. The meaning would be clear enough without it.
