I'll go with C
A and D are out because of "less amendments". "amendments" is countable so fewer would be right
B is very wordy to me with "hoping that... that..."
E is out because you usually have hopes about something happening. It should be plural. Also, when talking about characteristics of amendments, "of a purely symbolic nature" is better.

needs fewer not less ..A and D out

B ..hoping that fewer amendments that ... sounds wordy to me too. ..

I'll go with E as I feel (in C) "amendtments of a purely symbolic nature" is wrong..

Can you say "a purely symbolic nature" ? Isn't is saying like 'one nature' 'two nature'..There is only one nature so no need for 'a'.

I tried to look up for this, couldn't find any reference. Could somebody shed some light please?

This is a sentence I got on the bartleby.

This cliché is a kind of throat clearer, a formula for emphasis, for rounding up a scattered discourse in hopes of giving it a clarity that has thus far eluded the speaker or writer. There’s nothing wrong with the point is except too much of it.

I guess Paul and OB are correct. :idea:
