C it is.

'and' effectively and logically joins the suspicion with her belif that the move was not a commitment to minority hiring and eventual promotion

Parallelism can crack this.

C is OA. others are not clear. seems to modify 'quota'

to be parallal with "minority hiring"(noun), only a noun can be used.

" promoting"- is a verb

therefore "promotion" is the right word(noun)
