We need "perceive" in present tense to go parallel with "are preparing"
In C I am skeptic about the use of "being"

Is the concern of the society over ? Yes, due to the past tense 'concerned'
The soceity is concerned and are preparing (presently !) for a major political effort.

We need a past tense 'perceived' to go with concerned.
A and B gives us that.
I'll go with B, it's more concise.

Pretty tough question, I must say. I'm not too sure with my answer as well !
