I go with C.
The stem says "The average age of CEO’s in those same companies 20 years ago was approximately eight years younger."
The conclusion that CEOs tend to be older can be made only for the sample (at least 20 yrs old company) and not for all companies.

(C) The information is based only on companies that have been operating for at least 20 years.
The argument says CEO’s in general tend to be older now. the conclusion is based on only the companies which are running since last 20 years. it doesnot include the age of the CEO of the companies operating for less than 20 years. so the argument doesnot include the age of CEO, who might younger than 57 yrs, of those companies.
