E is wordy. Also it uses 'but' to create a sense of contrast, which is not present in the original sentence.

How come we use "with" or "and" if we need to show contrast? I mean we are assuming here that visits to the vet do cost more money than water etc.. right?

meaning: cheaper cats require less items...along with( something) additional work...

E... not...but... is right idiom
