In this sentence, "causing" modifies the entire preceding sentence.

So in this kind of structure, (ex: S V --, V-ing------)
V-ing always modifies the entire preceding sentence?

Because I've seen V-ing modifiy Subject in the preceding sentence.

yes, it always modifies either the entire preceding clause and associates with the subject.....it has to associate with the subject..
The doctor carried out the operation, using the X-rays. Correct
The operation was carried out, using the X-rays..Incorrect (who has used the x-rays, certainly not the operation)
also it modifies the preceding clause in two ways, either the modifying clause reflects the result or shows the follow up... :)
