its obvious that if we choose 17 then condition will be met but LEAST.........:

means we have to pull out N number of tablets and ensure that have at least 2 tablets of a single color.
So to ensure we get both the colors, we remove 15+2 tablets. So that even if the first fifteen are of the same color, the next two will be of other color.
