D for me .... whose is placed properly to "projects" and "so high that ....." is idiomatic

it is for certain between B and D. i am not hapy with "will" in D.

A-enough so that unidiomatic
B-which raises is better
C-unidiomatic
E-unidiomatic

Question: which is correct(Cost vs. Costs)

I think D is correct 'cos it starts passive and D is the best of the choices which is passive.

Is my reasoning flawed ? Please let me know...

I think both are correct.

The cost .... is

The costs ...... are--< here there arw different costs

"so high that" is needed. Found only in b/D. Whose properly refers to the projects
